When asbestos testing is required in Los Angeles
South Coast AQMD Rule 1403 generally requires a prior asbestos survey by a Cal/OSHA Certified Asbestos Consultant before demolition and before covered renovation work that may disturb suspect building materials.
For demolition, the survey must thoroughly evaluate the structure and relevant construction materials. For renovation, the survey can be limited to materials affected by the planned work.
A narrow exemption may apply when the legal owner and permanent resident of a single-unit house personally performs the renovation without hiring or receiving help from anyone else. Project-specific survey, notification, and permit requirements should be confirmed before work begins.

What your home's age predicts
Los Angeles was built in waves: craftsman neighborhoods in the 1920s, tract booms after the war, condo towers through the '70s. Building age helps narrow the list of suspect materials, but it cannot confirm asbestos. Original construction layers and later renovations can produce very different results, even in neighboring properties built in the same year.
✓⃝ Pre-1950: Plaster-and-lath systems, older pipe or duct insulation, roofing products, and multiple layers of original flooring may require evaluation.
✓⃝ 1950s–1970s: Acoustic ceiling texture, drywall joint compound, resilient flooring, mastics, duct wrap, and exterior products are commonly encountered.
